Kantor Bank Indonesia

The Bank Indonesia Office Complex (informally known as Koperbi) is a building complex that serves as the seat of Bank Indonesia's (BI) head office in the Nusantara Capital City (IKN), East Kalimantan. The complex is located in the Government Core Area (KIPP) of IKN, on the eastern side of the Sumbu Kebangsaan intersection, facing one of the Coordinating Ministry buildings and not far from the State Palace (Istana Garuda).

Construction of the building is part of the mandate to relocate state institutions to IKN, as set out in Law No. 3 of 2022 on the State Capital and Presidential Regulation No. 63 of 2022 on the Detailed Master Plan of the Nusantara Capital City. BI's presence in IKN also stems from the mandate of Law No. 23 of 1999 on Bank Indonesia, as amended several times, most recently by Law No. 4 of 2023 on the Development and Strengthening of the Financial Sector.

Construction History

The groundbreaking ceremony for the complex took place on 2 November 2023, led by President Joko Widodo alongside BI Governor Perry Warjiyo. Also present was the then-Head of the IKN Authority, Bambang Susantono, who said the building would complete the payment-system ecosystem in the new capital region. Financing followed IKN's general scheme, with around 20 percent coming from the State Budget (APBN) for basic infrastructure, while the remainder was offered to the private sector through public-private partnership schemes.

In March 2024, BI Governor Perry Warjiyo stated that, in formal legal terms, BI's head office would relocate to IKN starting 17 August 2024, coinciding with Indonesia's Independence Day. He emphasized that the central bank's operational activities — including monetary policy, the payment system, and foreign-exchange reserve management — would for the time being remain centered in Jakarta, since most of the national financial-sector infrastructure is still located there.

Design and Architecture

The complex's design is built around the concept of "Garuda Vittaraksha Rupa." In Sanskrit, vitta means wealth or prosperity, while raksha means guardian; the theme was chosen to represent BI's role as guardian of macroeconomic stability for sustainable growth. The main building's façade is designed to resemble the head of the Garuda bird, dominated by white tones with blue glass accents, combined with light and dark brown on other parts of the building.

Beyond its symbolic elements, the design adopts smart-and-green-building principles and incorporates local cultural values, in line with IKN's vision as a "smart forest city."

Construction Phases

Physical construction of the complex is planned in three phases, timed to the readiness of surrounding infrastructure:

According to a site assessment in May 2025, the five-story main building that characterizes Koperbi had been structurally completed, although landscaping around it and the wing and "tail" sections that complete the Garuda representation were still under construction. Full completion of the complex — including all supporting facilities — continues to follow the Phase II and III schedule through 2031.

Land Area and Facilities

Under Ministry of Finance Decree No. 167 dated 15 September 2023, BI was allocated 7.03 hectares of land for its office complex in IKN; some other sources put the area at approximately 7.3 hectares. The complex includes a five-story main building equipped with meeting rooms, an auditorium, a data center, and mechanical, electrical, and plumbing (MEP) infrastructure, plus waste-treatment facilities to support sustainability principles.

Context within IKN's Financial Ecosystem

The BI complex sits within an area informally referred to as the financial industry cluster, or "Mini Financial Center," in IKN's KIPP, alongside the building of the Financial Services Authority (OJK) and the Deposit Insurance Corporation (LPS) building, named Arthadyaksa. Several state-owned banks — BRI, Bank Mandiri, BNI, BTN, and Bankaltimtara — as well as private lender BCA are also building service offices in the area, targeted to begin operating in phases from the first quarter of 2026.

More broadly, construction of IKN continues toward the target of becoming Indonesia's political capital by 2028. The administration of President Prabowo Subianto has reaffirmed the project's continuity through Presidential Regulation No. 79 of 2025 on the Update of the 2025 Government Work Plan.
