The office complex of the People's Consultative Assembly (MPR), the People's Representative Council (DPR), and the Regional Representative Council (DPD) is planned to be built in the Core Area of the Government Center (KIPP) of the Indonesian Capital City (IKN), East Kalimantan. This complex will be the center of national legislative activities, replacing the function of the parliamentary complex in Jakarta. This development is part of the relocation of the center of Indonesian government to the IKN.
Planning and Design Process
Architecture Competition
In 2021, the Ministry of Public Works and Public Housing (PUPR) held a design competition for the legislative complex in the IKN. This competition produced two joint second winners and one third winner, but there was no main winner. The proposed design concept adopted a circular cluster shape that represents the spirit of democracy and openness.
Architecture Consultant
Architecture consulting firms PT Arkonin and Airmas Asri were appointed to design this legislative complex. The roof design of the building has been revised and is considered adequate. The proposed interior design refers to buildings in India that have elements similar to Indonesia, such as the use of wood and certain colors. (ikn.kompas.com)
Development Process
Schedule and Completion Target
Construction of the legislative complex is scheduled to begin in 2025, after the design finalization process is complete. The government is targeting completion of construction in 2026, so that it can be used for the 2028 DPR/MPR Plenary Session and the inauguration of the President-Vice President in 2029 at the IKN.
Facilities and Functions
The legislative complex in the IKN will consist of buildings for the MPR, DPR, and DPD, as well as other supporting facilities. The design of the complex prioritizes environmentally friendly principles by maximizing natural lighting and cross ventilation for energy efficiency.
Current Status
As of May 2025, the design of the legislative complex is still in the finalization stage. President Prabowo Subianto has approved the design for the construction of the DPR building in the IKN, which is being finalized and will be presented again through the Coordinating Minister for Infrastructure and Regional Development.
