Judicial Complex: MA, MK, KY

The Judicial Complex in the Nusantara Capital City (IKN) is the planned seat of the institutions that exercise judicial power in Indonesia: the Supreme Court (Mahkamah Agung, MA), the Constitutional Court (Mahkamah Konstitusi, MK), and the Judicial Commission (Komisi Yudisial, KY). The complex occupies Zone 1A of the Government Core Area (KIPP), to the west of the State Palace, where it faces the legislative area directly as part of the central cluster of state power in the new capital.

Design Competition and Architects

The complex's design was selected through an architectural competition organized by the Nusantara Capital City Authority (OIKN) together with the Indonesian Institute of Architects (IAI), with results announced on 28 June 2022. The winning entry, submitted by the architecture firm Airmas Asri under lead architect Eduardus Ary Witjaksono, was titled "Adil Ka'Talino." The name is drawn from an expression in the Dayak Kanayatn language meaning "fair to fellow human beings," part of a longer traditional saying, Adil Ka'Talino, Bacuramin Ka'Saruga, Basengat Ka'Jubata, reflecting fairness toward others, aspiration toward the divine, and life as a gift from God. As the winning team, Airmas Asri received a cash prize and the opportunity to develop the Detailed Engineering Design (DED) for the complex.

Architectural Concept

The "Adil Ka'Talino" design emphasizes transparency, justice, and balance with nature, blending modern architectural forms with the cultural character of Kalimantan. The MK building is positioned on the highest point of the site, on undulating terrain facing the State Palace, while a shared Justice Plaza (Plaza Keadilan) links the three institutions both physically and symbolically. The number of floors in each building carries symbolic meaning: the MA building has four floors, echoing the country's structure of supreme justices; the MK building has nine floors, matching the nine constitutional justices who sit on the Court; and the KY building has seven floors, representing the seven areas of oversight within the Commission's mandate. Local cultural references appear throughout the design, including motifs drawn from Dayak ceremonial shields and heat-resistant façade panels patterned after traditional ikat weaving. In line with IKN's "smart forest city" concept, the surrounding landscape is planned to be replanted predominantly with native Kalimantan tree species, including some that have become rare.

Design Finalization and Construction Timeline

Detailed design work for the judicial area, together with the neighboring legislative area, was placed under contract in late 2025. In early 2026 the design underwent further adjustments on presidential direction, informed by comparative study visits to legislative and judicial precincts in Turkey, India, and Egypt, aimed at producing a layout that is representative, functional, and reflective of national identity. President Prabowo Subianto formally signed off on the finalized design for the Legislative and Judicial Area in April 2026, a milestone OIKN has described as reinforcing Nusantara's role as Indonesia's political capital.

Physical construction of the judicial area officially began in December 2025, as part of the second construction phase of IKN. As of early August 2026, overall construction progress across the judicial area's buildings averaged around 11.8 percent, with progress on the MK and KY buildings specifically averaging 12.41 percent. Road construction within the 15-hectare judicial precinct, covering roughly 7.8 kilometers, had reached about 27.6 percent completion. The government has targeted completion of the legislative and judicial areas for 2027, with a final deadline of the first half of 2028, so that they are ready to support Nusantara's full function as the political capital that year.

Facilities and Layout

The judicial precinct spans approximately 15 hectares and is designed to house the MA, MK, and KY as separate institutions within a single integrated area, connected by the Justice Plaza, a mosque, and an internal road network. Each institution is planned to have its own main building, courtroom, administrative offices, and supporting facilities such as a legal library, archive, and public areas. The MK building alone is designed with a floor area of approximately 44,691 square meters, including a plenary courtroom with a capacity of 400 people, a chamber for judicial deliberation, institutional workspaces, and other supporting facilities. Development of the judicial area carries an estimated budget of around Rp 3.1 trillion.

Integration and Accessibility

Consistent with IKN's vision as an inclusive, functionally connected capital, the judicial complex is designed to remain open to the public through plazas, green spaces, and areas for community interaction, rather than functioning as a closed institutional enclave. Its position facing the legislative area, with the executive centered at the nearby State Palace, places the complex at the heart of Nusantara's tripartite arrangement of state power.
