IKN has better connectivity than most people expect from an active construction site, largely thanks to Telkomsel's 5G Standalone network built specifically to showcase the city's smart-city ambitions. If you already have Indonesian mobile service, you'll likely be fine without any preparation. If you're an international visitor, pick up a local SIM or eSIM in Balikpapan or at IKN's own Telkomsel center.
