Rusun BIN

Rusun BIN and Polri are vertical apartment complexes built in the Central Government Core Area (KIPP) of Nusantara (IKN), East Kalimantan. This project aims to provide housing for personnel of the State Intelligence Agency (BIN) and the Indonesian National Police (Polri) who will be assigned to the IKN.

Location and Function

Strategic Government Area

The BIN and Polri apartment complex is located within the main zone of the IKN central government. The two complexes are facing each other, separated by the main logistics road. Its location is close to the office areas of ministries and state institutions, making it strategic to support security and intelligence operations.

Number and Function of Towers

Overall, this project consists of seven towers:

• Three towers are designated for BIN personnel
• Four towers are designated for Polri members

Each tower has 12 floors, with supporting facilities such as green open spaces, communal areas, and basic infrastructure.

Design and Construction

Architectural Design

The design of the flats carries the principles of green building and energy efficiency, in accordance with the concept of the IKN forest city. The podium section of each tower is designed to accommodate public facilities, while residential units are located on the upper floors. The main focus is to provide a safe and comfortable living environment for state security personnel.

Contractors and Consultants

Construction work is carried out by a consortium (KSO) between:

• PT Adhi Karya (Persero) Tbk
• PT Nindya Karya (Persero)
• PT Wiratman

Construction management is carried out by KSO:

• PT Perentjana Djaja
• PT Artefak Arkindo
• PT Cipta Andalan Persada

Construction Progress

Working Time

Construction began in August 2023, after the signing of the contract. Based on the February 2024 report, the overall physical progress for the BIN and Polri flats has reached more than 28%, including pile work, substructure, and columns.

Completion Target

The PUPR Ministry is targeting the completion of all BIN and Polri flats by June 1, 2025, coinciding with the initial wave of ASN and security personnel transfers to Nusantara.
